The neti pot is a good way, my brother uses a cotton swab with Breathe for his COPD and swears by it.  You just have to be careful about putting too much in the nose area, the oils really are powerful. I personally never use the oils in my nose, but do use them under the nose.

FYI - AromaTools sells nasal inhalers. It is a tube with a round tip. You insert a pad that you scent with the oils of your choice. It comes with a lid. I like to use this with my small children for their allergies and nasal issues. I have used it mainly with the allergy shot - lavender, lemon and peppermint.

 

I also have success adding oils to the neti-pot. rosemary and frankincense. I also have done the allergy shot blend in the neti pot. I use only 1 drop of each oil.
