Each state is different and doTerra goes with their laws. I imagine you would need to follow through with doTerra regarding Oregon. I do know that my group in Oregon do not pay tax! So not sure why you are charged.

On my corporation my CPA states that doTerra is responsible for all sales tax of products, and she lists their tax number for Utah.
