Based on Emily Wright's presentation at the convention, it didn't seem that doTERRA does any distilling. The company does make arrangements with growers and distillers in the native areas where the plants are known to grow best (e.g., lavender in Provence, FR). A video in her presentation showed vats of essential oil being received at the doTERRA warehouse. Samples are immediately sent for testing. Dr. Hill gave a great presentation on CPTG and the testing processes, which I'm hoping they'll make public.

I can't give you a specific answer about lavender, but this is a video made by DoTerra about the distillation process of their Hawaiian Sandalwood. As you will see in the video, the whole process is done in Hawaii (except it doesn't show the sandalwood being individually bottled in Hawaii. That probably occurs more locally).
