I wonder if the smell and rashes is from using too much detergent? With that black cap, it's hard to see how much I'm measuring. And, that bottle is 1/3 the size of my ALL detergent that also does 64 loads.
Back when I had babies and washed my own cloth diapers, they would smell only if I was using too much detergent and/or they were not rinsing completely.
