There are many reasons for the scratching bugs, allergies and even a change in flea powder or soap.
Our dog was doing that and we found out the the food that we had been feeding her had changed and they were adding corn to it. If there is Wheat and/or corn in it your dog may have an allergy to it. We changed to a rice based food and it stopped her problem in the mean time I would try lavender in a spray to help with the itch.
