When my kids break out in a rash (I believe 1 didn't break out till a couple days later as well) I just put VCO on and lefthem alone. If he was really itchy then I would lightly rub it. It took a few days for it to go away. I mighthave put more VCO on it when it was extremely itchy once. So basically leave it alone as much as possible. If he's miserable then only use VCO.
On my other child, I kept trying different oils to make it go away. None of it helped.
