Everyone will have a different thought on this, but I say yes, it can cause issues. My daughter is celiac and has reactions to topical creams that have barley and/or wheat protein.
I have read posts that say it is only bad if ingested so topically will not cause an issue. I know it hurts my little girl, I've seen it. I won't chance it on anyone else.
