I do not have a scientific explanation but I can share my experience
and perhaps this might lend to some discernment on the matter.

My first experience with Balance was during a class and I smelled
Balance straight out the bottle. Immediately, it felt like my brain
synapses which apparently were crossed from one part of my brain
hemisphere over to the other were breaking free and going back to
their proper side of the brain. It was freeing and a bit unnerving.
But I was hooked and it became one of my favorite oils.

Someone told me it is important to only use your dominant hand to do
hand related tasks because it messes up the brains pathways. I am more
ambigdexterous and do my writing and cutting with my right hand but
other things with my left. I think this may have something to do with
the "crossed wires".

I share this only because it might shed some light on what could be
happening in the boy's brain.

I have heard wonderful testimonies of people using FRANKINCENSE to
significanlty reduce seizures. Perhaps this is something that might
work better for the child.

I am sorry for the child and parent to have to experience such a
powerful reaction to the oils. How is he doing today?

If you don't mind, is vetiver and balance together recommended for
autism and/or seizures. I don't know and am just curious.
