Neroli is distilled from orange blossoms. It is not included in any dōTERRA blends. What you would use to substitute depends on what ailment the individual wants it for. if she has shared a specific health need with you, I'm confident there is a dōTERRA oil to recommend.
The melaleuca variety another poster mentioned is niaouli (melaleuca quinquenervia) which is one of the oils in DDR prime.
