One of my cats did the same thing and my vet said she had anxiety. Her bottom lip was even red from the excessive licking. So I rubbed one drop of Lavender in my hands and rubbed them together then rubbed my hands on her front legs. Amazing results! She almost immediately stopped (after licking the lavender). Did it for a few days and she stopped the behavior altogether. Now I just do it every now and then. Her fur has grown in and she is perky once again!
