[Everything doTERRA] When to use Event Submission Form?

When would it be necessary/appropriate to turn in an Event Submission Form?   

I came across it on the doterratools page.  I've been doing classes at private homes as well as places like chiropractors' offices, but don't know if those events would qualify, as the form refers to having a booth at an expo.
