[Everything doTERRA] Serenity and Lavender and sleeping

I was talking to Grandma today, and she says that whenever she uses Serenity, she can't sleep. I had tried using Serenity and sometimes just Lavender for my little 1 year old daughter, and I noticed it never helped her sleep any better than usual. With her though, I figured that it was something like teething or a cold that was keeping her awake, and Lavender just wasn't going to make any difference. Any help? Why doesn't it work?
