Have you tried mother's milk tea and/or fenugreek? Both of those worked for me when my milk production was slowing. Basil oil is supposed to help as well. Maybe try switching from fennel to basil. Are you certain that your milk has decreased? Or do you think maybe baby's need has increased? Make sure you are getting plenty of fluids. You can't produce milk without fluids. One more thing. Are you super worried about your loss of milk supply? If so, the cortisol produced from stress will inhibit letdown. Letdown is what has the hind milk. If you think you are only producing fore milk it may just be that you aren't letting down due to stress.
