I'm incredibly new to the use of essential oils, in a former life, I worked in the health care field. There could be several reasons your husband is experiencing tachycardia (elevated pulse).

By insulin dependent, I'm assuming you mean he has diabetes. If he's really low in the morning, tachycardia would be a symptom.
Interestingly metoprolol actually lowers the pulse. It's a side effect the cardiologist should have mentioned to you, not a reason to stop it though.
Looking up Peppermint in Essentials of the Earth, it is listed as a stimulant. Stimulants can cause an increased heart rate. Lavender is not a stimulant. Breathe has peppermint in it.
Please know that I'm am NOT encouraging you to quit your protocol. I would first make sure the monitor your husband is using is working correctly. I would then contact your husband's cardiologist and let him/her know about the increased heart rate. They will want to know when it happens, how long it lasts and how he feels during.
Also, if he's have trouble regulating his blood sugars, I would contact the doctor in charge...usually an endocrinologist.
