The main trick to getting the power of three is teaching the benefits of LLV.  LRP orders are the only sensible way to order LLV.  If you aren't using LLV yourself, start now!

I need advice on how to get my power of Three.  I have been a
consultant for almost a year now, have 27 people under me but still do
not have my first power of three.  I have one person under me with
their power of three already.  I just don't know how to get people to
do the LRP.  They sign up and then that is it.  Once in awhile an
order goes in but for the most part, they just join and that is it.

Also advice on how to struct my down line would be helpful and maybe
some technicques that others use to build their downline properly.

I currently have one qualifying member, and one on loyalty rewards but
only purchasing 50 pv per month.  It is so frustrating.

What can I do?
