I'm perfectly comfortable with giving a young baby OnGuard (probably diluted). My personal problem with using OnGuard on my son was that he wouldn't sleep. The rosemary in the blend can be a stimulant, and it was so for my son. I thought maybe I could put OnGuard on myself instead, but was transferring the problem through my breastmilk.
Even at 16 months, I still have to be careful with his OnGuard exposure. I was feeling a tickle in my throat, started to use the OnGuard drops, and he started trying to skip a nap or two. I've used wild orange and melissa instead to help his immunity.
As for other oils during breastfeeding, I've had negative reactions to peppermint and jasmine (in the Whisper blend). The peppermint problem comes and goes. I was fine using peppermint when he was a newborn, but around 6 months I saw a drastic supply drop. I quit using it until my baby was a year old, started to add it back in... then found out I am pregnant again. Had to cut peppermint out (blends and the conditioner count too) and just need to wait it out.
My approach is to follow my gut, watch the reaction of my body and my son's and adjust from there.
