Well every doula and midwife in my group actively teach, train and sell the oils to their clients. They do it in a very professional manner and do not overstep the bounds of propriety.
I also have a friend who does Reiki and is on her way to Diamond and I guarantee you she approaches her clients.
There may be laws in the states you are talking about but there are no other stipulations that I know of unless your friend just thought it would not be appropriate. I personally think how can you not tell them?
