www.aromatools.com has a tear pad of 50 sheets for many different classes.  I have slowly purchased most of them, and find them to be invaluable.  The Cat Care sheet says the following.

Flea Repellent
Mist:  In a16oz spray bottle, put 4-6 drops of Rosemary, and then fill the remainder of the bottle with Distilled water.  Lightly spray cat, avoiding eyes.  Reapply as needed for flea prevention.  

If you get any oil in the cats eyes, flush with milk.

It does also say to use Melaleuca with caution.

Most everything I've read says to avoid using the oils directly on cat bodies because they are so small.  I would love to be wrong about this, though--I have two cats and I've wanted to treat them with oils several times.
Anyone???
